Who Rulez the Interweb?

The World Wide Web was created for humanity to communicate, share and create information for public, private and educational purposes. The Internet today has been developed so broadly and is regulated within so many means. Because as humans we have free will, the internet is said to be a reflection of our thoughts. However, regulation of the internet is also vital, but how important? Should the government interfere with certain internet restrictions? Many government policies have created disturbance with privacy and free speech.  the argument that lies within is which policies are truly necessary to run a successful Interweb?
